According to the amended bill, the national flag and emblem should be displayed at the swearing-in ceremony of the Chief Executive, Key Officers, Judiciary, Executive Council, Legislative Council (Legco) and Zilla Parishad.

The design of the national emblem should be used in the websites of the Hong Kong government, Legco and the judiciary.

The Education Bureau will issue a circular to schools providing new guidelines on matters related to the national flag and national emblem in primary and secondary education, as well as matters relating to flag hoisting ceremonies, daily display of the national flag and national weekly conduct in schools.
