Petrol pumps can set up CNG, EV charging stations before selling petrol, diesel

New Delhi: The government has said that as per India’s newly liberalized petrol pump licensing rules, petrol pump owners have been allowed to set up EV charging stations and CNG outlets even before they start selling petrol and diesel. The Ministry of Petroleum and Natural Gas, in its clarification dated November 8, 2019, said that the norms for setting up of petrol pumps by new entities have been relaxed. The order also provides for setting up of electric vehicle charging points along with retail sale of a new alternative fuel such as CNG, LNG or petrol and diesel for petrol pumps.

“While an authorized unit is required to set up its own retail outlet for petrol and diesel, the said unit is required to have at least one new alternative fuel such as CNG, bio-fuel, LNG, as well as setting up facilities for electric vehicle charging points etc.” It added that the 2019 order, however, does not stipulate the order in which conventional fuels (petrol and diesel) and new-age alternative fuels will be used. Distribution will be started. That is, the sale of biofuel and CNG, EV charging station can be started before the sale of petrol and diesel.

The new liberalized rule allows a company with a minimum net worth of Rs 250 crore to apply for retail sale of petrol and diesel. Reliance Industries Limited, IMC Limited, Onsite Energy Private Limited, Assam Gas Company, MK Agrotech, RBML Solutions India Limited and Manas Agro Industries and Infrastructure have been given petrol pump licenses so far under the policy of November, 2019.

RIL already had a fuel retailing license under which it had set up over 1,400 petrol pumps in the country. But the license was transferred to its subsidiary Reliance BP Mobility (RBML). So Mukesh Ambani’s company applied and got another license. A separate joint venture of the firm with BP, called RBML Solutions India Limited, has also received the license.
